The Diversity Visa Lottery is basis for obtaining permanent residence in the United States. It was created in 1990 to allow foreign nationals the opportunity to apply for permanent resident status without the sponsorship of a relative or employer through the Diversity Visa Lottery. There are up to 55,000 permanent resident immigrant visas available each year. The foreign national must be a native of one of the eligible countries. The visas are distributed among different demographic regions. Each region is only allowed a certain number of visas. There are a number of countries that are not allowed to apply for the Diversity Visa lottery. These countries usually have a high number of immigrants already in the United States.

There is no specific form to fill out, however, on the information sheet provided at the Office of Thomas Esparza Jr., the instructions are explained in full detail. The entries must have all the requested information in order to be accepted, and the applicant must follow instructions precisely. The application must be submitted to the State Department during the filing period for that particular year. The filing period is usually announced one to two months before applications will be accepted. Once the filing period is over, a computer randomly selects the applicants from each region.
